國立臺灣大學中國文學系畢業，美國休士頓大學幼教碩士。
曾獲「好書大家讀」年度最佳少年兒童讀物獎、金鼎獎推薦獎、信誼幼兒文學獎文字首獎、陳國政兒童文學獎散文首獎、宋慶齡兒童文學獎、楊喚兒童文學獎、臺北市公車詩文獎等。
著有兒童散文集《林芳萍散文集1：屋簷上的祕密》、《林芳萍散文集2：走進弟弟山》，兒童散文詩集《稻草人想說的話》，兒童詩歌集《誰要跟我去散步？》、《ㄅㄆㄇ唱學兒歌》、 《我愛玩》、《愛畫畫的詩》、 《青果子》、 《彩虹花》，童話集《ㄅㄆㄇ識字童話》，繪本創作《猜猜看節日（下）》、《猜猜看去哪裡玩？》、《猜猜看交通工具》、《會說話的畫》，以及繪本翻譯等共百餘冊。
Fan-Pin Lin has received many national awards including the Good Books for Everyone Award Best Children’s Books of the Year, China Times Open Book Award Best Children’s Books of the Year, the Chen Bochui International Children's Literature Award, the Golden Tripod Awards, the Hsin-Yi Children Literature Award, and the Soong Ching-ling Children's Literature Prize. Lin’s publications with Global Kids include Secrets on the Roof, Into Brother’s Mountain, and Who Wants to go on a Walk with Me?
