臺灣出生，祖籍安徽。曾任職聯合報系三十六年，其中三十年從事兒童文化媒體推廣工作。主編《民生報》兒童版與週刊，編輯童書四百五十冊，並出版過成人、青少年及兒童散文近五十冊。

曾獲信誼幼兒文學獎特別貢獻獎、宋慶齡兒童文學獎、「好書大家讀」年度最佳少年兒童讀物獎及世新大學傑出校友等。作品廣收兩岸小學語文課本及各類讀本。已在小天下出版《星星也偷笑：桂文亞散文集》、《我愛藍影子──桂文亞故事集》。個人網站：http://www.cat-kuei.com

Weny Kuei was the recipient of the Hsin-Yi Children Literature Award Special Contribution Award, the Soong Ching-ling Children's Literature Prize, the Good Books for Everyone Award Best Children’s Books of the Year and the Shih Hsin University Outstanding Alumni Award.
